We all known one of the things that it's most criticized as a flaw from Final Fantasy XIII is the linearity and the lack of towns. This was a result of the move to next-gen, that made hard for the team to do a less linear game or to include bigger towns, because of the amount of HD graphics they would have to add.
According to Yoshinori Kitase, producer of the game, that's the exact same reason of why an eventual remake of Final Fantasy VII would be very difficult to do for the PS3. If you remember the game, it had a lot of towns, each unique in its own, and they would struggle to develop it because they'd need to basically redo the game in the same way, only now with better graphics.
“This issue is related to whether a Final Fantasy 7 remake will happen or not. It is very hard to make games on PlayStation 3 in the same style as the games in that era had. Making graphics will take enormous time.”
